A travel agent is a professional, whether a natural or legal person, dedicated to providing consumer services related to the planning and management of travel. Their work includes the sale or reservation of tickets for air, ground, or maritime transport, as well as lodging, excursions, entertainment, and comprehensive experiences, both within and outside Puerto Rico.
These agents operate from locations with free public access, duly authorized by the Puerto Rico Tourism Company, which guarantees that they meet the quality and service standards established for the industry.
Likewise, a travel agency may offer its services through affiliated independent contractors also authorized by the Puerto Rico Tourism Company, thus expanding the safe and reliable options for travelers.
The Office of Tourism Services and Oversight of the Puerto Rico Tourism Company ensures that travel agencies operate under applicable law and serves as a regulatory and oversight body when difficulties arise with a client.

Law No. 212 of August 28, 2003 empowers the Puerto Rico Tourism Company to regulate Travel Agencies and Travel and Excursion Wholesalers.
Any natural or legal person dedicated as a consumer service company to the sale or offering for sale of tickets for air, ground, or water transportation of persons inside or outside Puerto Rico, or who acts as a consultant or on a commission basis for reservations of lodging, entertainment, ground transportation, or creation and sale of package tours (excursions) inside or outside Puerto Rico through a travel wholesaler to whom a commission is paid, is considered a travel agent.

Reliable ServicesAny natural or legal person dedicated through contracting with carriers and other service suppliers to the preparation of tourist, collective, individual, or package excursions to be offered for sale through advertising intended for the general public and sold through travel agents to whom a commission is paid is considered a travel and excursion wholesaler.
Any person who, without being an authorized travel agent, offers the reservation or sale of tickets for air, maritime, and/or ground transportation of passengers to places inside and/or outside Puerto Rico; makes reservations for lodging, entertainment, or ground transportation; and/or sells or promotes collective or individual excursions or package tours, must have previously registered as an "independent contractor" with the Puerto Rico Tourism Company. The person may register with travel agencies authorized by the Tourism Company.
A travel agent acts as an intermediary between service providers (airlines, hotels) and consumers, offering expert advice.
Most are affiliated with an agency, but some work independently.
The tourism transportation department of the PRTC ensures that travel agencies operate under applicable law and serves as a mediator when difficulties arise.
